General Description:

The Commercial Fisheries Manager is responsible for the day-to-day management of Sipekne'katik's commercial fisheries operations and staff. This position is also responsible for the implementation of Sipekne'katik's Fisheries Policies and Annual Fisheries Management plan.

Responsibilities:

  • Oversee the general operations of the Commercial Fisheries department that includes mentoring, directing, supporting and performance managing staff.
  • Oversee the Commercial Fisheries Managers' work plans and budgets.
  • Chair the Commercial Fisheries Management Committee.
  • Ensure all deliverables and reporting are completed on time as required for all contribution and funding agreements.
  • Research and apply for any available funding opportunities or grants.
  • Provide monthly reports to the Director of Operations regarding all fisheries related business issues, concerns or opportunities.
  • Liaise with relevant and strategic associations, advisory committees, industry partners, and facilitate mutually beneficial relationships with other Nations, federal and provincial government agencies.
  • Negotiate and recommend contracts.
  • Address contract issues with fishers and suppliers.
  • Respond to issues identified by fishers and staff.
  • Receive and review logbooks from fishers.
  • Ensure information is distributed to community, council and fishers on a timely basis.
  • Liaise with buyers for the sale of fishery catches.
  • Negotiate service contracts as required.
  • Coordinate dockside monitors and at-sea observers when needed and supplied by DFO.
  • Prepare landing reports for Band Council under direction of Director of Operations.
  • Approve payment of invoices and bills related to Commercial Fishery operations.
  • Coordinate council approved purchases of gear and equipment, on a case-by-case basis.
  • Monitor financial records, budgets and reports for Commercial Fisheries.
  • Liaise with government representatives on matters related to Commercial Fisheries.
  • Ensure the Commercial Fisheries Department is meeting OH&S legislative requirements.
  • Keep the Director of Operations informed of any issues that arise that may impact current agreements and policy, up to and including any altercations related to bands Commercial Fisheries operations.
  • Other related duties as requested by Director of Operations.

Qualifications

  • Post secondary degree or diploma in business management, financial management, economic development, marine aquaculture sciences or other related disciplines. An equivalent combination of education and experience will be considered.
  • Experience in Commercial Fishing.
  • Demonstrated experience leading & developing employees.
  • Hands-on experience in vessel maintenance and operation (including regulatory requirements).
  • Strong knowledge of provincial and federal fisheries policies, laws, legislation & Regulation.
  • Strong ability to lead/manage field and vessel crews in an efficient, professional, and fair Manner.
  • Excellent interpersonal, negotiation, formal writing (such as briefing notes, strategy documents, work plans etc.) and communication skills.
  • The ability to engage and work effectively with community members and other Stakeholders.
  • Must be able to travel with access to reliable and insured vehicle.
  • A satisfactory criminal record check is required. Having a criminal record is not necessarily a determinate factor.
